When developing this training program, the requirements of local inspection services as well as the staff members of five pilot municipalities—Kavadarci, Kumanovo, Gostivar, Struga, and Strumica—were taken into account. Municipal employees involved in the development and implementation of air quality plans are the primary target audience for this plan. A portion of the training is geared toward the needs of the project’s secondary target audience, local environmental inspectors.
